The Quebec Park development is the first major housing scheme at Whitehill and Bordon – Hampshire’s Green Town, which is set to be an exemplar sustainable community. Located on the former Ministry of Defence Quebec Barracks site, the 3.26 hectare, 100-home scheme will establish a standard for the future phases, and provide a boost to the town’s economy after the MOD departure in 2015.
The scheme consists of a mix of private and affordable family houses and flats, built to Zero Carbon Hub standards and acting as a trail for EHDC’s innovative APP Mark, which seeks to close the performance gap. Principally adopting a ‘fabric first’ approach, they incorporate a range of primarily passive measures to reduce their carbon emissions. A key component of the scheme the conversion of two former barrack buildings into a Community Employment Hub, creating 50 new jobs.
The converted buildings will be linked by a glazed atrium, housing a café and meeting spaces, with a new public square at the heart of the development. The cafe is now a social enterprise scheme to help train young people with learning difficulties in catering.
